Social capital, local development and stakeholders: the case of URBE project of SEBRAE

The aim of this work was to identify, in the performance of the main actors interested in project URBE implemented by SEBRAE/PE, the existence of sources and manifestations of social capital and to argue what influence this capital exerted in the promotion of local development in the Caranguejo Tabaiares community, located in the city of Recife. This qualitative research used the model of identification of stakeholders for the case study. The results of the research allow to conclude that the performance of such actors in the development of project URBE was capable both to generate and develop the existing social capital among them, despite some difficulties, such as methodological divergences at some moments of the analyzed trajectory. However, the available social capital was not enough for the URBE Project to break with the "vicious circle" in which the community entered in result of frustrations of its expectations lived deeply throughout the time and of the previous, sensible interventions responsible for the observed room and passivity in the set of the communitarian behaviors.
