The public governance of carnival in Salvador and Recife

ABSTRACT

The work analyzes the process of public governance of Carnival in a comparative way in Salvador (BA) and Recife (PE), Brazil. Based on Ostrom’s (1990) concept of common pool resources, the analysis of public governance was developed, having as an object of analysis the performance of the respective municipal councils for Carnival in both cities – City Council for Carnival and Other Popular Festivals (COMCAR), in Salvador, and City Council of Cultural Policy (CMPC), in Recife, in 2019. Documentary research was used in the work, with the appreciation of the minutes of COMCAR and CMPC meetings, as well as official documents and internal rules from two councils. The results show a relative adherence to Ostrom’s concepts of governance, and in the comparative analysis there are similarities and differences in the public governance of the carnival in both cities.
