Governing the State for the involvement of private commercial and non-commercial entities in the provision, financing and management of education systems in the European Union

The involvement of private commercial and noncommercial entities in the management, financing, provision, assessment and inspection of education in the European Union is consolidating through partnerships and commercial contracts and the creation of parallel services. This consolidation is mediated by each country's historical-political-economic conditions and its framework of action is different from public decision-making rules. The functions of the state and the role of governments are changing to follow and to stimulate such involvement. The effects of such changes can be seen in the rules of management, administration, financing and regulatory activities, which that are reconfigured by the redefinition of financing mechanisms and by what is understood to be school autonomy.
