MANAGEMENT OF URBAN GROWTH ON THE METROPOLITAN COASTAL FRONT AND NEW TERRITORIALITIES

Abstract

This paper addresses the problem of the management process of urban expansion to the metropolitan coastal front of Buenos Aires, from a case study "Nueva Costa del Plata project", real estate project that affects environmentally fragile lands in two south coastal districts. For this, it is assumed that it is the existence of contradictory relationships between actors with different capacities to be the main factor constituting the spatial dynamics. Consequently, territorial management is approached from a critical perspective, assuming that it is a complex process of struggle between different projects supported and promoted by different social actors, where the State and the territorial density of the territory assume a leading role. In this context, the objective of the work is to provide elements for the understanding of the conflict around the appropriation and transformation projects of the territory in dispute, as well as the territorialities resulting from this conflictive management process. The methodology used is qualitative, based mainly on the analysis of content on secondary documentary sources and the analysis of semi-structured interviews with key informants. Likewise, a synthesis of the most significant aspects of the case is made from the combination of conceptual categories proposed by different authors in a synthesis matrix.
