THE SUSTAINABLE DEVELOPMENT CONTRIBUTION OF THE CLEAN DEVELOPMENT MECHANISM PROJECTS IN LATIN AMERICA

Abstract

The climate agreements incorporate the connection between sustainable development and climate change. In particular, the Clean Development Mechanism (CDM) integrated Greenhouse Gas (GHG) emissions reduction goals with promoting sustainable development. The paper aims to assess the contribution of CDM projects to sustainable development in three Latin American countries: Brazil, Mexico and Peru. The study was based on the literature review and the analysis of 461 registered projects during the first period of the Kyoto Protocol. The results show, although the three Designated National Authorities establishes criteria for assessing sustainable development; they did not ensure that all CDM projects contribute for them, and other projects only describe the reduction of the emission of any GHG to justify their contribution. In Brazil and Peru, the largest contribution was in the economic dimension and Mexico in the environmental dimension. The study shows that the main objective of governments in Latin America has been attract investments and development discourse continues in the CDM. In the evaluation of these projects the main importance was for the economic issues against the little importance for social dimension.
