PERFORMANCE OF HOSPITAL MANAGEMENT BY PUBLIC-PRIVATE PARTNERSHIPS IN THE UNIFIED HEALTH SYSTEM

The objective of the study was to compare performance indicators of hospitals managed by a Public-Private Partnership versus hospitals of the same size with other management models linked to the Unified Health System. This is a descriptive study, based on secondary data from the Hospital Admissions System and the National Registry System of Health Establishments, in the 2018-2019 biennium, which evaluated the 3 hospitals managed by Public-Private Partnerships in the country: Hospital do Subúrbio, Instituto Couto Maia, both in Bahia, and Hospital Metropolitano Doutor Célio de Castro in Minas Gerais. Each hospital was compared with three other hospitals of the same typology and similar size, located in the same Public-Private Partnership federation unit. The indicators evaluated were: mean length of stay, bed occupancy rate, hospital mortality rate and mean hospital stay. The results of the hospitals managed by Public-Private Partnerships were not superior in relation to the compared hospitals, and in the case of the Instituto Couto Maia the performance was superior only in the bed occupancy rate, of the Hospital do Subúrbio in the length of stay, and the Hospital Metropolitano Doutor Célio de Castro was not superior in any indicator. The mean hospital stay was presented as a parameter, as the amount effectively paid by governments to Public-Private Partnerships was higher.
