ABSTRACT

This study has analyzed the dynamics of the conference process adopted during the 10^th Municipal Conference of Health of Belo Horizonte. The methodology used was the qualitative method, with the analysis technique of the contents of the documents. The 10^th Conference accomplished the local phase, performing 150 local conferences and the regional one, with the completion of 9 district conferences. As an input, the conferences used documents presented by the administration, the User’s and the Worker’s Plenary. The process of accomplishing the 10^th Conference, offering documents for discussion and formulation of policies, can be taken as a reference for the collective creation of health policies.
